Primary Purpose of Organizational Unit:

The Business Services Division is a part of the integrated Haywood County Health and Human Services Agency, which includes the former Haywood County Health Department and the former Haywood County Department of Social Services.  The Business Services Division is responsible for the fiscal and budgetary planning operations, accounts receivable and accounts payable, purchasing, billing, travel, administrative services and fleet and facilities maintenance and utilization.  The Fiscal Unit is responsible for all revenues and expenditures of the agency.  The Haywood County Health and Human Services Agency provides a multitude of services to citizens of Haywood County.  The Agency has several programmatic units which operate specifically under Federal and State legal authority to provide services including, but not limited to the following: Work First, Medicaid, Adult Placement and Prevention Services, Adult Protective Services, Family and Children's Services, Food Nutrition Services, Emergency/Crisis Assistance, Public Health and Meals on Wheels.

Primary Purpose of the Position:

The purpose of this position is to plan, conduct and support multiple technology based training programs within the consolidated Health and Human Services Agency in Haywood County.  The individual in this position must have the ability to comprehend Health and Human Services software programs.  This position will be responsible for learning various County specific programs as well as state administered systems and will provide onsite training for staff utilizing these programs in the agency.  This position is required to train staff, monitor utilization of technology programs for proficiencies and to recommend best practices in the use of these systems. Ongoing support for programs and troubleshooting for problem resolution is required in this position.

The primary focus of this position will be training and support for HHSA staff on various software programs.  Typical duties would include, but not be limited to the following:

NC Fast- 60%

  • Develop a training plan and training materials for current and new staff using the NC Fast program.
  • Provide on-going training and over the shoulder support for program users.
  • Develop best practice methods and most effective use of technology tools.
  • Assist with software updates and/or roll-out projects with State Officials, Haywood County IT and/or private vendor ensuring staff is informed and trained on updated and/or new program features

Laserfiche-20%

  • Develop and implement workflow programs as needed for the most efficient use of technology in each program area.
  • Develop a training plan and training materials for current and new staff using Laserfiche.
  • Provide on-going training and over the should support for program users.
  • Assist with software updates and/or roll-out projects with State Officials, Haywood County IT and/or private vendor ensuring staff is informed and trained on updated and/or new program features.

Other software programs-10%

  • Examples of software programs currently in use: Eaglesoft, CureMD, KRONOS, MUNIS, Microsoft Office, CDP, Outlook, Excel, etc.
  • Develop a training plan and training materials for current and new staff.
  • Provide on-going training and over the should support for program users.

Administrative Functions-10%

  • Attend and actively participate in planning or train-the trainer meetings/workshops for all software users, software upgrades and/or technology projects for HHSA.
  • Maintain accurate training logs as required for personnel records, Public Health Accreditation, etc.
  • Assist with budget planning and preparation for training and technology needs.
  • Develop and implement long range plans for training, equipment longevity and technology needs at HHSA

Knowledge, Skills and Abilities:

Considerable knowledge of techniques and methods of conducting formal and informal training programs.  Ability to adapt and communicate information to a wide range of audiences and situations.  Ability to formulate ideas and communicate them effectively in oral and written form.  Ability to establish and maintain effective working relationships with all stakeholders.  Skill in organizing workflow and coordinating training activities.  Ability to support multiple projects and work with people of varied skills.  Candidate must be a team player, have high energy level and be self-motivated.

Ability to interpret and administer federal and state guidelines and apply them to individual programs.  Ability to analyze and interpret policy and procedural guidelines and to resolve problems and questions independently.  Ability to communicate technical concepts to non-technical staff.  Must have strong organizational and communication skills.

Minimum Education and Experience Requirements:

Graduation from a four year college or university and three (3) years of experience in a progressive training or teaching role; Must include experience in organizing training events, assessing needs, counseling and evaluating sessions; OR an equivalent combination of education and experience.

Additional Requirements:

Applicants must submit official college transcripts (if applicable).  Applicants must have NC Driver's License and access to a vehicle.  The applicant must have a clean driving record with no more than three (3) points showing on current DMV record.

Applicants should request a continuation sheet to record additional work experience on the application.  Applications should include at least ten (10) years of work experience on the application (if applicable).  No additional information will be solicited or considered by this office; therefore individuals who submit incomplete applications may not receive full credit for their education, training and experience.  Applicants will not automatically be given credit based on their position or title.
