General Description of Position:

The purpose of this position is to establish and maintain controls related to cash handling, revenue collection and expenditure procedures within the framework of state statutes; to create an environment conducive to these controls and to monitor fiscal activity for compliance; to prepare related reports and records and to perform related duties as assigned.  The position works within a general outline of work to be performed and develops work methods and sequences under general supervision.

Essential Tasks of the Position:

The tasks listed below represent the majority of time spent working in this position but is not inclusive of all duties needed and/or required of the position.  Management may assign additional tasks related to the work of this position as required or deemed necessary.

  • Creates and assists in implementing internal control and auditing procedures for use throughout County departmental functions
  • Audits departments that handle cash, receipts or inventories to monitor compliance with internal control procedures; maintains accurate and up to date audit records
  • Reports results of audits to Finance Director, management personnel and to relevant Department Directors; makes recommendations to Department Directors for the improvement of cash management procedures and/or general fiscal efficiency.  Completes follow-up procedures for tracking responses and remedies from these audits
  • Reconciles between tax collections and the general ledger, the tax payments, receivables and deferred revenue on a monthly basis and for the annual audit
  • Reconciles and creates spreadsheets and journal entries for tax allocation payments as required, including tracking tax department revenues from tax software to the financial software
  • Completes various projects related to balancing or reconciling the bank accounts and general ledger accounts for proper posting and month-end/year-end closing
  • Assists outside auditors as necessary; compiles statistical and compliance sections of the annual report
  • Assists with accounts receivable functions and general accounting as necessary
  • Prepares and/or assists in preparing a variety of studies, reports and related information for decision-making purposes; prepares and/or assists in preparing periodic and special financial reports as required by the County and other agencies
  • Receives and responds to inquiries, concerns, complaints and requests for assistance from County personnel regarding areas of responsibility
  • Attends in-service training and technical or professional classes, seminars or conferences to improve technical or professional skills
  • Performs general administrative/clerical work as required, including but not limited to entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.
  • Performs other duties as assigned

Knowledge, Skills and Abilities:

Requires the ability to gather, organize, analyze, examine or evaluate data or information and may prescribe action based on this data or information.  May require the ability to enforce laws, rules, regulations and ordinances.

Requires the ability to lead, operate complex machinery that requires extended training and experience; i.e. the application of custom or commercial financial, accounting, administrative or other complex software of systems. Requires the ability to perform skilled work involving rules/systems with almost constant problem solving.

Requires using mathematics involving the practical application of fractions, percentages and ratios.  May use data analytics in audit functions.  Requires reading technical instructions, procedures, manuals, charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format and grammar.

Requires performing professional-level work requiring the application of scientific, accounting or legal methods in the solution of technical, administrative or legal problems; Requires  extensive knowledge of operating policies and procedures and the ability to apply these to complex problems.  Requires continuous close attention for accurate results and frequent exposure to unusual pressures.

Minimum Training and Experience Requirements:

Requires Bachelor's degree or education and training equivalent to four or five years of college education in accounting, finance or a closely related field.

Special Certifications and Licenses:

Certified Public Accountant or NC Public Finance Officer Certification preferred.

Additional Requirements:

Applicants must submit official college transcripts (if applicable).  Applicants must have NC Driver's License and access to a vehicle.  The applicant must have a clean driving record with no more than three (3) points showing on current DMV record.
