General Description of Position: The purpose of this position is to enforce State and County laws and ordinances governing the care and keeping of domestic animals and livestock in an effort to maintain public safety and welfare; and to perform related work as required.  This position works according to some procedures but decides how or when to do things; work is reviewed regularly by Supervisor.  Animal Services is a Public Safety Department providing services 24/7.

Essential Tasks of this position:

  • Investigates complaints of dogs, cats or other animals creating nuisances and takes appropriate action
  • Investigates reports of animal abuse; files charges as appropriate; prepares cases for prosecution and provides court testimony
  • Responds to calls regarding stray, vicious and/or diseased animals; responds to calls regarding animal bites; performs preliminary investigations
  • Assists law enforcement personnel as well as EMS and Fire Departments in situations involving animals as requested
  • Issues warnings and citations for violations of laws and ordinances governing the care and keeping of animals; assesses, collects and records related fines and fees.
  • Captures and transports, stray, sick, injured or potentially rabid animals to the shelter for appropriate processing, care, treatment and quarantine as necessary
  • Accepts stray and unwanted animals dropped off at the shelter
  • Feeds and cares for animals; observes animal behavior and reports unusual behavior to supervisor
  • Cleans and sanitizes enclosures; cleans towels, animal bedding and other laundry, performs general building maintenance duties as necessary
  • Processes animal adoptions and redemption of animals by owners
  • Provides public education regarding animal control; explains laws and ordinances related to care and keeping of animals
  • Maintains assigned vehicles and equipment
  • Maintains record of daily work activities
  • Performs routine clerical duties as required, including but not limited to preparing forms, reports and correspondence, entering and retrieving computer data, answering the telephone, copying and filing documents, etc.
  • Attends traiing, meetings, workshops, etc. as necessary to maintain job knowledge, skills and required certifications
  • Assists with the euthanasia process on a bi-weekly basis
  • Prepares specimens for rabies testing as required by law

Work Hours and Benefits: This is a full time position with Haywood County Animal Services.  Hours of work are Monday through Friday 7:00 a.m. to 4:00 p.m. although hours may vary depending upon work load.

Required Minimum Training:  Requires high school diploma or GED equivalent supplemented by formal training, special courses of self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training in animal control, law enforcement or a closely related field.

Special Certifications:  Must possess a valid NC Driver's license.  Current DMV record should show no more than three (3) points on record.  Must complete required animal control coursework and possess Animal Control Officer I, animal tranquilizer capture and humane euthanasia certifications.

Experience Requirements: Requires over one month and up to and including three months of office skills and working with the public.  Requires ability to communicate in a professional manner in person, with telecommunications and in written format.
