beginning at 9:00 a.m.

a. General Fund - $140,000 – to cover Detention overtime & inmate medical, IT wage payout, Register of Deeds excise tax, legal fees, EOC increase for non-qualifying PSAP expenses, EMS temporary help and appropriation to non-profit to come from General Fund contingency – Julie Davis, Finance Director – ATTACHMENT 2

3. Request approval of additional fees of $9,000 for (Geotechnical & Environmental Impact Study) outside the original scope of design work for Padgett & Freeman Architect for the proposed communication tower at the Emergency Operations/911 Center - Dale Burris, Facilities & Maintenance Director – ATTACHMENT 3

4. Budget Amendment – Capital Project Fund - $9,000 architect fee increase plus $575,477 transfer from E-911 Special Revenue Fund to cover additional costs of the project within the grant project – Julie Davis, Finance Director – ATTACHMENT 4   

5. Request permission for County Manager to approve increase in the Southwestern Child Development Commission (SWCDC) contract from $2,200,000 to $3,200,000 to cover full extent Federally reimbursed subsidized daycare costs – Ira Dove, County Manager

8.  Request approval of the application for Public School Building Capital Fund from the NC Education Lottery to cover Pisgah High School/Tuscola High School gym floor renovations – $250,000 - Tracy Hargrove, Director of Maintenance, Haywood County Schools – ATTACHMENT 7

4. Update on the Incentive Agreement dated March 12, 2012 between Sonoco Plastics, Inc. and Haywood County and request approval for payment under the same as follows:

7. Budget Amendment – Solid Waste Special Revenue Fund - $260,000 – for Francis Farm Landfill cap maintenance funded through additional revenues overestimated amounts and from Solid Waste S/R Fund appropriation of fund balance – Julie Davis, Finance Director – ATTACHMENT 17

11.   Request approval of the adoption of a resolution asking the North Carolina General Assembly to restore the statutory requirement that 40 percent of the net lottery revenue be allocated to counties for school capital needs and to increase the annual appropriation of lottery funds accordingly – Bill Upton, Commissioner – ATTACHMENT 21
