                                        HAYWOOD COUNTY BOARD OF COMMISSIONERS

                                                                          March 21, 2016

                                  The Board will meet in the HAYWOOD COUNTY COURTROOM

                              of the HISTORIC COURTHOUSE at 215 N. Main Street, Waynesville

                                                                   beginning at 5:30 p.m.

                         Citizens must sign up for public comment prior to 5:20 p.m. and are limited

                     to three (3) minutes. Audience members may not address the Board at any time

                                        during deliberations unless recognized by the Chairman.

                    Public Hearing for the consideration of the sale of the Historic Haywood County Hospital at 

                    1230 N. Main St., Waynesville, N.C. to Landmark Developers for affordable housing in the 

                    amount of $200,000 and the expected loan to Landmark Developers in the amount of $450,000 

                    to be repaid in 30 years at zero interest - David Francis, Administrator

                 1. Request approval of Mountain Design Architects contract for the design of the new Animal 

                     Services building in the amount of $325,000, $48,750 of which is already budgeted from the 

                         General Fund Balance - Dale Burris, Facilities & Maintenance Director – ATTACHMENT 3 

 

                 2. Budget amendment for balance of Animal Services project architect - $276,250 – Mountain 

                     Design Architects – from General Fund Balance – Julie Davis, Finance Director –

                   1. Request approval to appoint a task force and fund an evaluation and plan to address the 

                       lack of affordable housing and homelessness in Haywood County – Patsy Dowling, 

                            Executive Director Mountain Projects – ATTACHMENT 5 

 

                   2. Request approval for Crabtree-Ironduff Volunteer Fire Department to enter into an 

                       installment agreement with First Citizens Bank in the amount of $280,000 in order to 

                       purchase a new fire truck - Tyrell Mehaffey, Crabtree- Ironduff Fire Department; 

                          Julie Davis, Finance Director – ATTACHMENT 6 

 

                   3. Request approval of A911 Contract with Century Link for the 911 circuits at the new 911 

                       Center funded through E911 grant funds in the amount of $155,240.04 – Chief Jeff Haynes, 

                            Sheriff’s Office – ATTACHMENT 7 

 

                   4. Request approval of County Manager to sign a letter of approval to the N.C. Department of 

                       Transportation for the Lake Logan Multisport Festival on August 20-21, 2016 – 

                            Ira Dove, County Manager – ATTACHMENT 8

  

                   5. Request approval to delegate the power to the County Manager to sign documents that 

                       require County support for similar events to be held in Haywood County – Ira Dove, 

                       County Manager
