                                            HAYWOOD COUNTY BOARD OF COMMISSIONERS

AGENDA FOR

March 7, 2016

 

The Board will meet in the HAYWOOD COUNTY COURTROOM

of the HISTORIC COURTHOUSE at 215 N. Main Street, Waynesville

beginning at 9:00 a.m.

Citizens must sign up for public comment prior to 8:50 a.m. and are limited

to three (3) minutes.  Audience members may not address the Board at any time

during deliberations unless recognized by the Chairman.

 

            I.    Call to Order – Chairman Mark S. Swanger

           III.  Call to Public Hearing -  

                  1.  Request for public hearing to be held on March 21, 2016 at 5:30 p.m., in the Courtroom

                       of the Haywood County Historic Courthouse for the consideration of the sale of the

                       the Haywood County Historic Hospital located at 1230 N. Main St., Waynesville, N.C.,

                       to Historic Preservation Foundation of North Carolina and Landmark Group –

                       David Francis, Solid Waste/Tax Administrator

 

                  2.  Request for three public hearings to be held at a called Special Meeting on March 28, 2016

                       beginning at 5:30 p.m.,  in the Courtroom of the Haywood County Historic Courthouse

                       for the consideration of three ordinances:

                       County Grounds Use Ordinance,

                       Commercial Outdoor Sport Shooting Ranges Ordinance, and

                       Carrying of Concealed Weapons and Displaying of Firearms Ordinance –

                       Ira Dove, County Manager

2.   Request approval of FY 2016-2017 Consolidated Agreement between Haywood County

      Health & Human Services Agency Public Health Services Division and North Carolina

      Department of Health & Human Services Division of Public Health – Patrick Johnson,

 3.  Request approval of the records retention policy for the Haywood County Sheriff’s Office –

4.  Request approval of Resolution Authorizing County Inmates To Work On Projects That

5.  Request approval of Wireless Communications, Inc., as the lowest, responsive, responsible

      bidder for the Haywood County 911 base station radio equipment to be paid for from the

      N.C. E-911 grant project in the amount of $122, 590.51 – Chief Jeff Haynes, Sheriff’s Office –

      ATTACHMENT 9

 

6.  Request approval of Wireless Communications Inc., as the lowest, responsive, responsible

      bidder for the Haywood County 911 Radio Dispatch Console equipment to be paid for

      from the N.C. E-911 grant project in the amount of $287,047.80 – Chief Jeff Haynes,

      Sheriff’s Office – ATTACHMENT 10

 

7.  Request approval for the purchase per resolution of one (1) additional EMS ambulance

      remount from Reliant Emergency Specialties for FY 2016 in the amount of $98,328.33

       including $3,000 trade-in of 2008 Ford ambulance chassis – Jim Pressley, EMS Director -

       ATTACHMENT 11

 

                  8.   Request approval of budget amendment – General Fund – EMS - $100,000 – which

                        includes $1,671.67 tax/title costs in addition to the purchase price to cover the new

                        ambulance remount - from increase in miscellaneous revenues and sales tax collections

                         that came in above what was expected – Julie Davis, Finance Director – ATTACHMENT 12

 

 9.  Request approval of the appointments of Louise Fagan and John Hemingway to the Clyde
