Haywood County is soliciting Requests for Qualifications (RFQ) to identify qualified GIS consulting firms who have demonstrated expertise and experience to provide upgrades of the current parcel system to the current ESRI Geodatabase as well as providing comprehensive training and documentation described herein to county staff.   Please note length restrictions on portions of the RFQ submittal.  Our intent is to obtain a brief yet informative synopsis of your company’s abilities related to the Scope of Services identified below.   

Haywood County’s 546 scenic square miles are located in the western part of North Carolina.  We enjoy the beauty of the Great Smoky Mountains National Park, fertile valleys and rolling foothills.  Knoxville, Atlanta and Charlotte are all within 3 hours drive or less.  Haywood County is home to 56,664 people according to the 2006 Census.  There are four main municipalities in Haywood County.  Waynesville is the largest with a population of 9,600 and is the county seat.   Canton is the next largest community with 4,200 residents.   County-wide there are about 49,000 parcels. County departments are faced with manual, antiquated processes, redundant, independent workflow, and multiple systems that are not synchronized. Not only is there an increased number of public requests for GIS and/or digital data, but there is a growing expectation that we have it.  In staying in line with the goals and objectives put forth by the Haywood County Board of Commissioners, the Haywood County Manager is initiating this project.   It is the aim of the County Manager to develop a county-wide GIS solution.  To this end, Haywood County is moving to the industry standard of GIS as directed by the County Manager.

Scope of Services
The County would like to develop a seamless parcel framework with typical supporting layers based on ESRI’s ArcSDE for SQL Server 2005 which includes ArcGIS 9.2 or latest release.  It is the county’s desire to develop custom applications pursuant to workflow objectives that create models and scripts as needed for automation and efficiency.  In addition to creating a parcel base and related features and current layers, further services will include project setup, software training and custom workflow. Also, firm must be able to provide custom GIS web applications using ArcGIS Server 9.2 or latest release,  with comprehensive knowledge in administration, maintenance, database and application design.  Train staff on SDE database administration, project management, project development and train mappers on mapping in ArcGIS.


Sources of project data include current parcel layer, 2004 aerial orthophotos (200 and 400 scale), a GPS survey control network and data from the county’s tax, document management assessment and appraisal software. The main land records related software application in use by the county is tabular data provided by Keystone Information Systems (character based) supported by Good Pickin’ Inc. The current GIS software is GeoBlocks Software by Sungard Geographic Solutions Center. Applicants should be familiar with both systems. The Haywood County Land Records/GIS office digitally maintains a set of county property line maps as well as other data layers which include road centerlines, city limits, fire districts, and road service districts. 7) If you have multiple company offices, please identify the location where the majority of the work will be performed.  Please also indicate if any part of the project is to be performed outside the U.S.
8) Total number of persons available to work on the Haywood County Project.  Please include names, titles, and year’s experience.
9) Time frame for project.

Relevant Experience and Capabilities
10) Please provide a list of five [5] relevant parcel conversion projects including year completed, project duration, cost and client contact information.
11) Include a list of all related projects completed within the last three [3] years.
12) Quality control and assurance process and procedures.13) Record of bringing in projects on time and within budget.

Haywood County reserves the right to reject any  and all RFQ received, to waive any technical requirement, and to select the firm, in the county’s judgment, that best meets the requirements of this project and the needs of the county.  The RFQ is not an offer, obligation or agreement to award work to any respondent.
