The Board will meet in the HAYWOOD COUNTY COURTROOM

of the HISTORIC COURTHOUSE at 215 N. Main Street, Waynesville

beginning at 5:30 p.m.

Citizens must sign up for public comment prior to 5:20 p.m. and are limited

to three (3) minutes. Audience members may not address the Board at any time

during deliberations unless recognized by the Chairman.

4. Budget Amendments – Julie Davis, Finance Director


a.  General Fund – $27,728 - adjustment to Public Schools allocation to account for the

      increase in student population due to the Charter Schools student count. Amount was

      budgeted in a special contingency line item designated in the 15-16 annual budget for

       this purpose – ATTACHMENT 4


b.   General Fund – Sheriff’s Office - $1,500 – local contributions for Sheriff’s Office

       DARE program – ATTACHMENT 5          


      5. Approve the Assignment of Lease Agreement between Haywood Christian

                       Emergency Shelter, a not for profit corporation; Haywood Pathways Center, Inc.,

                       a not for profit corporation and the County of Haywood – Ira Dove,

                         County Manager – ATTACHMENT 6

                  1.  Request approval of contract with Clark & Leatherwood, Inc. for the 911/Emergency

               Operations Center renovation/construction project as the lowest, responsive,

               responsible bidder in the amount of $859,600 to be paid from E-911 grant proceeds –

                 Dale Burris, Facilities & Maintenance Director – ATTACHMENT 7


                 2.   Request approval of resolution to approve purchase of E-911 equipment and

                       maintenance contracts with CenturyLink using exception provided in NCGS

                       143-129. Total amount for both the new center and upgrading the current center

                       is $759,608 to be paid from E-911 funds – Jeff Haynes, Chief Deputy, Sheriff’s Office –

                          ATTACHMENT 8


                 3.   Request approval of budget amendment – Special Revenue Fund -$138,131-

                       to cover balance of the E-911 equipment and maintenance over the amounts

                          budgeted to be paid from E-911 funds – Julie Davis, Finance Director – ATTACHMENT 9


                 4.   Request approval for the Junaluska Community Volunteer Fire Department to enter

                       into a financing contract of $727,790 with United Financial of NC, Inc. in order for

                       the JCVFD to purchase two new trucks – Julie Davis, Finance Director; William

                          Ledbetter, Charles Woods, Junaluska Fire Department – ATTACHMENT 10


                  5.   Request approval of Community Development Block Grant (CDBG) final closeout

                        documents needed to finalize and close the last federal grant through Mountain

                        Projects – Julie Davis, Finance Director; Cheryl Wilkins, Mountain Projects Housing

                  6.   Request approval of the Cooperative Inspections Agreement between Haywood  

                        County and the Town of Waynesville to allow for the arrangement of building
