Property value appeals; Board of E&R schedule Print

Haywood County citizens have until Thursday, April 28 to informally appeal their 2011 property values by mail to the Haywood County Assessor. Beginning May 13, citizens may apply to make a more formal appeal of their property values to the 2011 Board of Equalization and Review.

According to Haywood County Tax Administrator David Francis, citizens can and should appeal their property values if they believe the following conditions apply:

  • The assessed value placed on your property substantially exceeds the market value of the property; and
  • Your property has been appraised inequitably as it relates to the market value of comparable properties.

“If citizens believe the property value they received fits these categories, I strongly encourage them to appeal,” Francis said. “The Assessor’s Office will carefully review your information and inform you in writing of any change to your property value.”

Citizens who wish to make an informal appeal must complete the Informal Appeal Form included with their property appraisal notice mailed out the last week of March. The appeal form must be returned by mail, with a postmark on or before April 28. If you need a copy of the appeals form, please contact the Assessor’s Office at 828-452-6734.

Citizens who are not satisfied after the informal appeal process may appeal their property value to the 2011 Board of Equalization and Review, recently appointed by the Haywood County Board of Commissioners. Citizens may also choose to appeal directly to the Board of E&R without making an informal appeal. The Board of E&R will take applications from May 13 through June 13.

To apply for a hearing before the Board of E&R, write a letter to Judy H. Ballard, Clerk; Haywood County Board of Equalization and Review; Haywood County Courthouse; 215 N. Main Street; Waynesville, NC 28786. Citizens may also request a hearing by filling out an appeal form at the assessor’s office. The office is open from 8 a.m. to 5 p.m. on weekdays.

The Board of E&R will convene for its initial meeting at 1 p.m., Monday, May 2, and begin hearing appeals at 8:30 a.m., Monday, May 23. Following is the current schedule for Board of E&R Hearings:

  • Monday, May 23 through Thursday, May 26;
  • Tuesday, May 31;
  • Wednesday, June 1 and Thursday, June 2;
  • Monday, June 6 through Thursday, June 9; and
  • Monday, June 13

All Board of E&R sessions are scheduled to begin at 8:30 a.m. in the Second Floor Conference Room of the Haywood County Courthouse, located at 215 N. Main Street, Waynesville, NC. In the event of an earlier or later adjournment, notice of the change will be published in the local media.
