The Aging and Adult Services Unit provides services necessary to fulfill the legal mandate of North Carolina in assuring that adults who are disabled and/or aged and are fragile or vulnerable, are protected and receive services to remove the factors of placing them in danger.  Adult Protective Services are necessary to protect disabled adults, who are vulnerable to abuse, neglect or exploitation.

Adult Care Home Case Management: 

Authorizes enhanced personal care services to Medicaid recipients in adult care homes, monitors the compliance of the home in providing personal care as detailed by the care plan.

Adult Placement Services:

Assistance to aged or disabled adults and their families in finding suitable adult care home or nursing facility placement. Includes counseling and other services to help the individual adjust to the foster care setting.

At-Risk Case Management:

Services provided to Medicaid eligible adults who are at-risk of abuse, neglect or exploitation.  Services include extensive assessments and service planning.


Assessment of individual’s need for guardianship.  Assistance in locating most appropriate guardian.  The agency provides all necessary services as disinterested public guardian when appointed by the Clerk of Court under General Statute 35A.

In-Home Aide Services:

Provides assistance with basic home management tasks by contract. 

Licensing of Adult Care Homes:

Monitoring, evaluating compliance with standards and regulations, consultation, recruitment/development, complaint investigation and assistance in licensing of adult care homes.  Technical assistance available to administrators to maintain compliance with licensing issues.

Payee Services:

When appointed as representative payee, the agency manages income to meet client’s needs when the client has been determined unable to manage financial benefits.

Services for the Blind: 

Provides a variety of services for people who are visually impaired or blind.  Services are designed to prevent blindness and restore sight, if possible. Assistance for people who lose their sign to develop their maximum individual capabilities and become self-sufficient.
