Maps Online

The Land Records/Geographic Information Systems Department has three primary functions:

  • To transfer by document real property from one name to another
  • To maintain property line maps and digitize new land characteristic layers into the GIS; and
  • To assist the public

By visiting this office, one can access most information generated by other departments; i.e., deeds, appraisal, tax billing, and tax collections.

The Land Records/GIS office digitally maintains a set of county property line maps. Whenever a change is made to a parcel of land, this office reflects those changes on the maps. An 11 x 8 color print can be obtained for $2.00, and larger maps can also be purchased. Topographic maps from TVA and road maps from the NC Department of Transportation are also for sale.

One can view and acquire prints of the many land characteristic layers in the geographic information system using Arc Software by ESRI. Some of the most widely used layers are the property lines, orthophotography, road centerlines, city limits, fire districts, soils, topography, and city flood and zoning. Customized maps and reports can be generated for a fee.

GIS DATA DOWNLOAD INFORMATION

All the data provided here are in ESRI shapefile format, compressed into zip files. These files are posted with the intent that they will be used by trained GIS users. The data is made available without charge for download.

The Land Records/GIS office has four (4) computers for the public to access the geographic information and the associated tabular data. Staff is available to assist those unfamiliar with the use of the computers. Staff will also generate, upon request, special reports at a minimum cost of $20.00.

Frequently Asked:

"May I combine my parcels so I can receive one tax bill and if so, will it reduce my taxes?"
Parcels may be combined by many different methods such as, recording a document with one outside boundary description, an intent to combine statement in the document, or filing a Notice of Intent to Combine Parcels.

After completing & having the signatures notarized, the form must be recorded in the Register of Deeds office. As to whether taxes will be reduced by the combining, this is sometimes true, but not always.

Recording a Deed or Plat

Most land related documents must be presented to the Land Records/GIS office before recording in the Register of Deeds. It must be determined if the transaction complies with the Subdivision/ Pre-development and Watershed ordinances. A mailing address for tax bill purposes must be obtained and a copy of the document is made for mapping and transferring. The Review Officer* must verify the necessary plat requirements and sign the plat before recording.

The Subdivision and Pre-development Ordinance

The Subdivision and Pre-development Ordinance insures the parcel is suitable for a septic system and informs developers and buyers of existing federal, state and local laws regulating development and subdivision of land.

It must be determined whether or not the transaction is a split and if it is inside a city limit or extra territorial jurisdiction and if it is exempt from the ordinance. If it is a split and inside a Watershed Protected area, the document must be stamped notifying the buyer of possible building restrictions.

One exemption to the ordinance is exemption 152A.05(A)(9), more commonly known as a "Split and Combine". This exemption is defined as the division of land into no more than two parcels for the purpose of combining one of the parcels with an adjacent tract of land if the adjacent tract of land is in compliance with all provisions of the county ordinance adopted pursuant to this act and the combining of the parcel and adjacent tract results in a newly created single parcel for land records purposes.
