PRIMARY PURPOSE OF ORGANIZATIONAL UNIT:  The Haywood County Meals on Wheels program provides hot, nutritious meals, five days a week to elderly, disabled and/or homebound clients who are unable to prepare such a meal themselves or have no one available to prepare these meals for them. 

PRIMARY PURPOSE OF THE POSITION:  This position is responsible for the coordination and fund-raising activities of the Haywood County Meals on Wheels Program (MOW), Maple Leaf Adult Respite, Child Abuse Prevention, Child Foster Care and various other programs within the Department of Social Services-the “face” of DSS” for such efforts.  The employee in this position is also responsible for all administrative functions for the MOW program, including volunteer recruitment, training, management and retention.  This position is also responsible for planning and conducting public awareness and fund raising events for other areas of the agency as the need arises.  This employee will have limited budgetary responsibilities.

KNOWLEDGES, SKILLS and ABILITIES:  General knowledge of office management techniques; and ability to practice effective communication techniques both orally and in writing; effective supervisory practices and ability to plan and supervise the work of others if applicable.  Ability to analyze and interpret policy and procedural guidelines and to resolve problems and questions.  Skill in organizing work flow and coordinating activities.  Considerable knowledge of governmental, private organizations and resources in the community.  Considerable knowledge of regulations and policies that govern DSS programs.  Ability to recruit and establish an effective working relationship with volunteers.  Ability to express ideas clearly and concisely and to plan and execute work effectively.  Excellent communication skills, both oral and written.  Prefer someone with fundraising/development and public relations experience.

MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS:   Completion of high school or equivalent and four years of progressively responsible secretarial or clerical/administrative/office management experience; OR completion of a two-year secretarial science or business administration program and two years of progressively responsible secretarial or clerical/administrative, office management experience; OR completion of a four-year program in a college or university preferably with major emphasis on coursework in business administration, public administration, or other related field; OR an equivalent combination of training and experience.

TRAINING/EXPERIENCE:  Ongoing education and training are strongly encouraged within the Agency. 

ADDITIONAL REQUIREMENTS: Must submit official college transcripts.  Must have NC Driver’s license and access to a vehicle.
