PRIMARY PURPOSE OF THE ORGANIZATIONAL UNIT: The Haywood County Department of Social Services is a public agency that provides a multitude of services to citizens of Haywood County. Family and Children’s Services provides a variety of services to families to ensure that children are safe and have permanent homes and that the family unit can be preserved whenever possible .

PRIMARY PURPOSE OF THE POSITION: This Social Worker will strive to recruit, train, license, re-license and provide ongoing support to individuals and married couples interested in serving as Foster Parents for children in DSS custody. This worker will attempt to maintain a Foster Home base adequate to meet the needs of this agency in providing local placement resources for children in care. This employee will gather information required for licensure and finalize necessary paperwork to submit to agency officials and to the Division of Social Services concerning each Foster Home. The Social Worker in this position will work closely with various agencies and institutions in accomplishing this task, which includes but is not limited to local health and fire inspectors, law enforcement agencies who perform required finger printing services and criminal background reports, and with public and private medical providers who perform medical evaluations for potential foster families. Each home will be monitored through a minimum of quarterly contacts. This worker will provide or arrange for 10-hours of specialized training for each licensed foster parent on an annual basis. Assisting other social workers in the placement of children by maintaining a list of Foster Home vacancies and being familiar with the capacity of each home is another critical function of this position. This worker will act as the liaison between licensed Foster Parents and the agency by providing them an avenue for communication of needs and ideas about the Foster Parent Program. Likewise, this worker will assist Foster Care workers in resolving issues related to Foster Care Placements. The worker in this position will participate in Foster Parent Association meetings and will have regular face-to-face contact with the Foster Parents at a minimum of four times per year. Additionally, this worker will partner with the Adoptions Social Worker to recruit and train potential Adoptive Parents. This worker will be or become certified to provide MAPP training, which is offered approximately 4 times per year for 10 weeks per session..

KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of social work principles, techniques, and practices and their application to complex casework, group work and community problems. Considerable knowledge of a wide range of medical, behavioral, and/or psychosocial problems and their treatment theory. Considerable knowledge of family and group dynamics and a range of intervention techniques, governmental and private organizations, and resources in the community, laws, regulations and policies which govern the program. General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with a client and in applying techniques or assessing psychosocial, behavioral and psychological aspects of client’s problems. Ability to supervise, train or instruct lower-level social workers, students or interns in the program. Ability to establish and maintain effective working relationships with members of case load and their families, as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively .

MINIMUM TRAINING AND EXPERIENCE: Master’s degree from an accredited school of social work and one year of social work or counseling experience; OR a Bachelor’s degree from an accredited school of social work and two years of social work or counseling experience; OR a Master’s degree in a counseling field and two years of social work or counseling; OR four-year degree in a human service field or related curriculum including at least 25 semester hours in courses related to social work or counseling and three years of social work or counseling experience; OR Graduation from a four-year college or university and four years of experience in rehabilitation counseling, pastoral counseling, or a related human service field providing experience in the techniques of casework, group work, or community organization; OR an equivalent combination of training and experience.

ADDITIONAL TRAINING/EXPERIENCE: State required training for all social work staff. Ongoing education and training are strongly encouraged within the agency. Experience preferred with Windows 98/2000 and Excel preferred.

ADDITIONAL REQUIREMENTS: Must submit official college transcript. Must have N.C. Drivers License and access to a vehicle. Applicants should include at least ten years of work experience on the completed application (if applicable).
