The purpose of the class is to manage the preparedness for, the response to, and the recovery from disasters or major emergencies which may occur within the boundaries of Haywood County in the absence of the Director; and to perform related professional, administrative and supervisory work as required. The class assists in the plannning, organization and implementation of programs within major organizational policies, reporting program progress to executive-level administration through reports and conferences as needed in the absence of the Director.


The tasks listed below are a summary representing the essential duties of the position.  Management may assign additional tasks related to the type of work of the class as necessary.

  • Position will work an average of 8 hours per week as needed by the Director.  Salary negotiable upon experience and education.
  • Assists with planning, organizing and directing all programs and activities of the Emergency Management.
  • Provides for adequate staff and other responder training and development.
  • Seeks and assists with securing grant funds for department programs and projects.
  • Responds to major incidents and coordinates response efforts on behalf of County government.
  • Serves as liaison to State, regional and federal emergency management agencies in cooperation with the Director.
  • Consults with community, businesses, industry and governmental representatives to assist with their emergency planning.
  • Assists with procurement, maintenance, and inspection of departmental supplies and equipment.
  • Performs general administrative/clerical work as required.
  • Attends Local Emergency Planning Committee and other committee meetings as necessary in order to assist with the development and ongoing emergency planning effort.
  • Serves as the assistant NIMS compliance officer to assure Count-wide compliance.
  • Serves as one of the team leaders on the County Incident Management Team (IMT).  Attends all IMT functions.
  • Remains on call 24 hours per day, seven days a week, for emergency response in the absence of or in cooperation with the Director.

Miniumum Education/Experience-   Failure to hold these proper credentials will disqualify applicant.

  • Requires satisfactory completion of an associate’s degree or higher with emphasis in emergency services, governmental management or related field.
  • Requires current NC EMT or higher emergency medical certification.
  • Requires current NC Firefighter 2 certification.
  • Must possess all required ICS certifications as required for executive level position per NIMS guidelines.  Must be credentialed through NCEM as an instructor in all.
  • Must possess certifications and experience required to be credentialed in Haywood County as a member of all command and general staff positions on a Type 3 IMT.
  • Requires over ten years experience in the field of Emergency Services.
  • Requires residency in Haywood County to apply and throughout employment in position.

Work Hours/Benefits

 This is a permanent Part-time / No benefits position.  



The pay grade assigned to this position is 70 at $19 per hour.
