General Description of Position:

The purpose of this position is to perform intermediate technical work as required in the Personal Property Section of the Tax Assessor's office.

Essential Tasks of the Position:

  • Assists the public by telephone and personal contact; answers questions relating to aspects of manufactured housing and motor vehicle appraisal; assists property owners in listing matters.
  • Participates in the identification, listing, appraising and assessing of manufactured housing units, improvements, classified and unclassified motor vehicles, recreational vehicles, watercraft, aircraft and other non-business personal property.
  • Participates in field appraisal work of manufactured homes, park models and camping trailers; determines exterior dimensions; determines component features; determines physical depreciation and/or economic life; determines grade condition, desirability and utility of property.
  • List personal abstract forms to determine ownership, situs and assessability of subject property; checks abstracts for completeness and proper affirmation; amends as appropriate.
  • Performs data entry; verifies data for accuracy and completeness.
  • Assists in processing property tax relief exemption applications for the elderly and disabled.
  • Researches unlisted manufactured homes; identifies and researches errors in billing and ownership; determines ownership; identifies manufactured housing through various data sources; prepares discovery notices.
  • Prepares releases, refunds and amended notices as appropriate; makes necessary corrections.
  • Receives and processes reports from manufactured housing parks, communities and campground owners and operations; identifies owners of manufactured housing within respective parks; verifies property listing.
  • Works closely with North Carolina Department of Motor Vehicles to obtain accurate title and license plate information for listing and billing purposes on mobile homes and motor vehicles.
  • Regularly reviews building permits and manufactured home permits issued by Haywood County.
  • Performs appraisals and other assessment-related assignments in accordance with the Uniform Standards of Professional Appraiser Practice (USPAP), the Standards and Ethics of the International Association of Assessing Officers and the General Statutes of the North Carolina Machinery Act.
  • Prepares and maintains a variety of records, reports and files for all personal property.
  • Defends appraisal decision in the appeal process before the Haywood County Board of Equalization and Review of North Carolina Property Tax Commission
  • Performs other duties as assigned and/or required for position.

Minimum Training and Experience Requirements:

Requires high school, GED and formal training, special courses or self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training.  Requires over one year and up to and including two years of related experience.

Additional Requirements:

Applicants must submit official college transcripts (if applicable).  Applicants must have NC Driver's License and access to a vehicle.  The applicant must have a clean driving record with no more than three (3) points showing on current DMV record.

Special Certifications and Licenses:

Must obtain certification from the North Carolina Department of Revenue within 2 years of employment as required by General Statute.
