General Description of Position:

The purpose of this position is to plan, direct, manage and supervise project development as well as provide oversight and direction in the maintenance of all County buildings, facilities and grounds.

This position is responsible for the planning, organizing, development and implementation of standard operating procedures within this Department in compliance with Haywood County policies.  The individual serving in this position will report the progress of ongoing projects to the County Manager and Board of County Commissioners as requested and/or required.

Essential Tasks of Position:

  • Plans, directs and Manages the overall operation for ongoing project development associated with the County buildings, facilities and grounds
  • Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; prepares and completes action plans, implementing production, productivity, quality and customer service standards, resolving problems as they arise; determining system and procedure improvements and implementing necessary and required changes.
  • Provides direction and in direct supervision to the staff in the department to ensure the general maintenance and upkeep of all County buildings, facilities, grounds and all Haywood County properties.  These supervisory duties include but are not limited to: instructing, assigning and reviewing the work of the staff members.  Position supervises Maintenance Foreman and Administrative Assistant II who provide direct supervision to Maintenance and Custodial staff.
  • Position establishes the standard operating procedures for the department and is responsible for addressing any employee related problems in accordance with County Personnel policies.
  • Develops and administers the department budget within County guidelines; is responsible for ensuring the efficient use of budgeted funds, department personnel, facilities and time.  Prepares and presents departmental reports and forms as needed and/or required.
  • Coordinates, arranges and participates as required in the training of all departmental staff
  • Is responsible for establishing an effective and efficient work order system and is responsible for the oversight and direction to ensure timely completion of work orders submitted
  • Serves as the Project Manager for all major and minor building construction, repair and renovation projects for the County
  • Responsible for making sure that all necessary permits are obtained and that all work complies with related and necessary laws
  • Responsible for preparing estimates for projects; obtaining bids and works with contracts for materials and services
  • Provides direct management and supervision for department staff in building maintenance activities
  • Responsible for inspecting all work in progress and completed work to ensure compliance with County and department standard operating procedures and processes.  Work is also reviewed for standards of quality and safety.
  • Provides courteous service to all Departments and Division of Haywood County Government and to the public.
  • Handles public inquiries as to Haywood County Facilities and Grounds as needed and/or required.
  • May be asked to take over supervision of the Fleet Management/Garage Department as well.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities for Position:

Ability to plan and direct the work of others in the sequence of major and minor activities to ensure consistent workflow in the department.  Ability to supervise and to determine and establish work procedures.  Ability to assign duties to promote efficiency in the department.  Requires extensive knowledge of and the ability to supervise others in operating or repairing complex machinery or equipment required in the work the department. Extensive knowledge of span of control and scope of operations required for maintaining all County facilities.  Must possess the ability to apply logical principles and problem solving skills to a wide variety of facilities serving the citizens of the County.  Requires using mathematics including the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction.

Requires the ability to read technical instructions, procedures, manuals and charts to solve practical problems; compose routine reports and specialized reports as requested and/or required.

This position requires the ability to perform professional level work including the application of principles and practices in a wide range of managerial, technical and administrative methods.

Minimum Educational Requirements for Position:

Requires Associate's degree, vocational technical degree or specialized training, licensure and certifications that is equivalent to satisfactory completion of two years of college education with emphasis in facilities and maintenance, building construction, building trade(s) or a closely related field.

Special Certifications/Licenses:

  • Must possess a valid state driver's license.  Current DMV record must show no more than three (3) points on record.
  • Required North Carolina Locksmith License
  • Required CAD qualifications for drawing plans and knowledge of how CAD operates in relation to meeting building code requirements
  • Required NC General Contractor's License or ability to acquire within time period determined by County Manager

Preferred Licenses: NC Licensed Electrical Contractor, NC Licensed Security Contractor, Certified Fiber Optics Installer and Data Network Cable Installer and Edwards EST Fire Installer.

Additional experience and requirements:

  • Requires over four years and up to and including eight years of comparable experience
  • Supervisor experience required.

This position is Exempt under the Fair Labor Standards Act.  This is a full time position with all County benefits such as health, dental, drug, life insurance, retirement, 401-K, vacation and sick leave.

Grade: 76                                                                        Salary: $52,581.57 - $62,000.00 (DOE)
