                                             The Board will meet in the HAYWOOD COUNTY COURTROOM

                                           of the HISTORIC COURTHOUSE at 215 N. Main Street, Waynesville

                                                                                  beginning at 9:00 a.m.

                                        Citizens must sign up for public comment prior to 8:50 a.m. and are limited

                                     to three (3) minutes. Audience members may not address the Board at any time

                                                    during deliberations unless recognized by the Chairman.

                 1. Approve April 18, 2016 regular meeting minutes


                 2. Budget amendments – Julie Davis, Finance Director

                         a. Special Revenue Funds – Road Service Districts, Fire Service Districts, Sanitary Service

                         District - $483,209 – tax revenues collected to be paid to the related service district –

                     b. General Fund – Public Safety – $65,000 – additional amounts needed to cover vehicle

                         maintenance, overtime and Temp/Part-time labor – Sheriff’s Office and EOC, from

                             contingency – ATTACHMENT 3


                     c. General Fund – HHSA – Health – $49,983 – Medicaid reimbursement funds received

                              used to cover electronic medical records system – ATTACHMENT 4


                     d. General Fund – HHSA – Health – ($2,830) – reduction in expense due to reduction in state

                              and federal pass through grant funding – ATTACHMENT 5


                     e. General Fund – HHSA – Environmental Health – $14,710 – two sources of state funding for

                         1. Environmental Health meeting benchmark for programs, 2. State and federal funding for

                     f. General Fund – Debt Service - $20,000 – HCC debt service increased due to Public Training

                         Facility total project more expensive than originally anticipated – amount paid from Sales

                3.  Request approval of Proclamation for National Nurses Week May 6 – 12, 2016 –

               4. Request approval to give authority to the county manager to make technical corrections

                   1. Request approval of Kronos timekeeping Software Upgrade and Support Funds in the 

                       amount of $73,050.12 to be paid from budgeted Haywood County funds – Lori Tomlin,

                   2. Request approval of an amendment to the Southwestern Child Development Commission, Inc. 

                       contract for subsidized child care program, increasing the amount of the contract to $3,371,844, 

                       reflecting the additional federal and state funds reallocated to HHSA for increased need for 

                       services – Michelle Haynes, Business Services Director, HHSA; Stoney Blevins, HHSA

                   3. Budget amendment - General Fund consolidated fund – subsidized child care - $500,000 –

                   4. Request approval of the resolution for Sale of the Historic Haywood County Hospital to

                           Projects, Inc. “Haywood Public Transit” – Ira Dove, County Manager – ATTACHMENT 15 


                   6. Request approval of Resolution Opposing The Tennessee Valley Authority’s (TVA) 

                       Environmental Review Process And Alternative Formulated To Eliminate Floating Houses 

                       And Non-Navigable Houseboats On Lake Fontana – Ira Dove, County Manager –

                  7. Request approval of Change Order #1 for additional fill and compaction for the Emergency 

                      Medical Services/Emergency Management Base due to ground water and footing issues -

8. Budget Amendment - Capital Project Fund – EMS/Emergency Management Base project –
