                                        The Board will meet in the HAYWOOD COUNTY COURTROOM

                                      of the HISTORIC COURTHOUSE at 215 N. Main Street, Waynesville

                                                                             beginning at 9:00 a.m.

                              Citizens must sign up for public comment prior to 8:50 a.m. and are limited

                             to three (3) minutes. Audience members may not address the Board at any time

                                             during deliberations unless recognized by the Chairman.

                 Ground Use Ordinance concerning Haywood County owned properties – Ira Dove,

                 County Manager


           IV. Public Hearing

                 Consideration of an Ordinance imposing a moratorium on the permitting for construction,

                 establishment and development approval of commercial outdoor sport shooting ranges in

                 unincorporated areas outside any municipal planning jurisdiction in Haywood County,

                 North Carolina – Ira Dove, County Manager

                           a. HHSA – Adult Health Services – $20,000 – state grant funds received for Ebola

                           b. Facilities & Maintenance - $48,000 - cost of security upgrades for county buildings

                               from contingency – ATTACHMENT 2

                           c. Land Records/IT/HHSA - reassignment of employees within the General Fund at no

                           net cost to the County- ATTACHMENT 3


     3. Resolution of the Board of Commissioners of the County of Haywood, NC, approving

                     an installment financing contract and a Deed of Trust with respect thereto and delivery

                     thereof and providing for certain other related matters – Julie Davis, Finance Director -

              X. Old Business

                   Update on the option to sell the former Haywood County Hospital to the Historic

                   Preservation Foundation of North Carolina and Call to Public Hearing to be held on

                   March 21, 2016 at 5:30 p.m., in the Historic Courtroom of the Haywood County

                   Historic Courthouse for the consideration of economic incentives as required by

                   North Carolina General Statutes regarding the sale of the former Haywood County

                   Hospital - David Francis, Solid Waste/Tax Administrator


             XI. New Business  

                   1.   Presentation from Blue Ridge Community Health Services (BRCHS) on joining

                         with the Good Samaritan Clinic of Haywood County to increase services and

                         sustainability of the Haywood County health care safety net and request letter of

                         support from Haywood County – Jennifer Henderson, BRCHS CEO –

                              ATTACHMENT 5


                   2.   Request approval of salary increase to $36,000 for County funded Horticulture

                         Extension Agent to match the state raise and align with other agents across the state,

                         which is an increase of $1,000 plus the associated increase in employer paid taxes

                         (approximately $250) - Bill Skelton, County Extension Director – ATTACHMENT 6


                    3.   Request approval of the resolution for the Board of Equalization and Review appointing

                          Chairman and Vice-Chairman and date to accept applications – David Francis,

                                Solid Waste/Tax Administrator - ATTACHMENT 7


                    4.   Request approval to cover costs, and budget amendment for, recycling electronics

                          in the amount of $40,000 to be paid from Solid Waste Contingency – Julie Davis,

                               Finance Director; David Francis, Solid Waste/Tax Administrator – ATTACHMENT 8


                    5.   Request approval of the resolution in support of North Carolina Governor Pat McCrory’s

                               Connect NC Bond Proposals – Ira Dove, County Manager – ATTACHMENT 9


                    6.   Announce Board of Commissioners Work Session on February 11, 2016 from 1:00 p.m.

                          to 4:00 p.m. at the Health and Human Services Agency training room for the beginning

                          of the 2016-2017 budget process – Chairman Mark Swanger
