                                                         The Board will meet in the HAYWOOD COUNTY COURTROOM

                                        of the HISTORIC COURTHOUSE at 215 N. Main Street, Waynesville

                                                                           beginning at 9:00 a.m.

                                     Citizens must sign up for public comment prior to 8:50 a.m. and are limited

                                 to three (3) minutes. Audience members may not address the Board at any time

                                                    during deliberations unless recognized by the Chairman.

                 Request for Public Hearing to be held on December 21, 2015 at 5:30 p.m. in the Historic

                 Courtroom of the Haywood County Historic Courthouse, Waynesville, NC, pursuant to

                 NCGS 160A-20 concerning the approval of the execution and delivery of the installment

                 financing contract, in a principal amount not to exceed $2,100,000 and the County’s

                 construction of the Emergency Services Base – Julie Davis, Finance Director –

                   1. Approve November 16, 2015 regular meeting minutes


                   2. Budget Amendments – Julie Davis, Finance Director


                         a. General Fund – interdepartmental as budgeted - $16,957 – Employment

                             Security Commission – annual unemployment charges – to spread amounts across affected

                             departments – ATTACHMENT 3


                         b. General Fund – IT - $32,232 – increase IT budget to cover the consolidation of the

                             Charter Communications charges for internet fiber that runs across multiple        

                             county departments - reallocated 2016 budgeted expenses from other departments

                             to IT budget to cover costs – ATTACHMENT 4


                        c. Capital Project Fund – County Facilities Purchases/Repairs - $22,085 - transfer to

                            Capital Project Fund – County Facilities Building Projects, for current projects

                            from residual balance in completed projects – ATTACHMENT 5


                  3. Resolution of the Board of Commissioners of the County of Haywood, North

                      Carolina, authorizing the negotiation of an installment financing obligation, directing

                      the publication of notice with respect thereto and providing for certain other matters

                      related thereto. (this is for the loan for the EMS base) – Julie Davis, Finance    

                      Director- ATTACHMENT 6


                 4. Request approval of Public Health fee changes – Patrick Johnson, Interim Public

                     Health Services Division

                     a. increase for Prevnar immunizations (pneumonia shot) from $156 to $219.50 based

                         on the cost of the vaccine.


                     b. new service - addition of fees for resin-based partial dentures - Medicaid

                         reimbursement of $412/full-pay $840, which reflects 80% of the usual and

                         customary fees in the region – ATTACHMENT 7

                   1. Request authorization of County Manager to enter into a new Memorandum

                       Of Understanding with Haywood Animal Welfare Association, Inc. to operate

                       the County spay/neuter program and to notify the local veterinarians of the

                       opportunity to participate in the program – Doyle Teague, Animal Services

                       Director – ATTACHMENT 8


                    2. Request approval to mirror the State compensation package to two NC Cooperative

                        Extension Service employees who are 100% County funded for a total amount of

                        $1125 – Ira Dove, County Manager – ATTACHMENT 9


                    3. Budget amendment – $1125 – Cooperative Extension Service - from General Fund

                        Contingency to mirror the State compensation package for two 100% County funded

                        Cooperative Extension Service employees – Julie Davis, Finance Director –

                    4. Request approval of resolution in support of the EPA Brownfield Grant for

                        countywide assessment to inventory, characterize, assess and conduct planning and

                        community involvement related to brownfield sites – David Francis, Solid Waste/

                    5. Request approval of 2016 Meeting and Holiday Schedule – Ira Dove, County
